Reason:

Your SAP release level (SAP_ABA version) is < 740 SP05. You are therefore running Z_THEO_READ_TABLE version 1.x. This version does not support Left Outer Joins.

Solution:

Left Outer Joins can be used with /THEO/READ_TABLE, irrespective of the SAP Release.

Left Outer Joins can be used with Z_THEO_READ_TABLE version 2.x on SAP Releases > 740 SP04.
